Dear Sheriff Keller:
NAPRI was formed by police personnel who realized that there were
organizations for other police specialty areas, such as auto theft,
arson, etc, but no national association for property crime detectives
who investigate burglaries, thefts and recover stolen property.
Also, this is the only association that provides networking and
training for all those who are involved in regulating the Pawnshop
& Secondhand Dealer industry in the United States.
We completed our third
training conference in Las Vegas, Nevada, in August 2002. The event
was a great success with over 250 law enforcement and state regulators
attending. Our next training conference will be held in Orlando,
Florida in August 2003. We are conducting a NAPRI Computer Committee
meeting at the conference. We will have police agencies from around
the nation attending to discuss police property recovery database
systems. Supervisor Coleen Irvine of your agency's pawn detail is
well known in the law enforcement community for her knowledge in
this area. We think it is important to start meeting on a national
level and share information to improve the recovery of stolen property.
Many different police agencies in the United States are interested
in improving their databases and your agency is one of the leaders
in this field. Therefore we are requesting that Coleen be allowed
to attend this meeting. Thank you for your consideration of this
